(CNS News) State Dept spokesperson Victoria Nuland said on Friday speaking on the the election of the Pope–if request were made for international monitoring by the Office for Democratic Institutions and Human Rights (ODIHR)–“of the voting, then the Vatican would have to consider whether it would open itself up to ODIRH monitors.”
