On the 30 September in Seattle, Wohlstetter gave an address entitled Nuclear Arms Sleepwalking Toward Armageddon illustrating the problems with nuclear proliferation and arms control. Russia presents problems of big power linkage, in which arms control is conjoined with a host of other problems Russia posses; Iran represents the problem of an aspiring regional hegemon with still a Messianic streak that makes deterrence exceptionally problematic; North Korea is a “crazy Aunt in the attic” a rouge proliferator; Pakistan presents problems of command and control of its growing nuclear arsenal; the United States faces the problems of negotiating agreements with disagreeables.
The address runs for 20 minutes followed by questions and answers, definitely time very well spent.
